A track credit is spent when a track is built into a release. An artwork credit is spent when you generate covers: a Lite cover uses one, a Pro session uses two. Scanning a folder and reviewing the proposed albums cost nothing; delivering a built batch spends nothing further.
Example: a 14-track album uses 14 track credits when it is built. Delivering it, and re-downloading it later, are free.
